NOTICE IS HEREBY GIVEN: Sealed proposals will be received for lump-sum bids under one contract for the Charles City Community School District – Transportation Center Project and will be received in the Cafeteria of the Charles City Middle School, 500 N. Grand Ave., Charles City, IA 50616 until 2:00 PM. August 3, 2016 at which time they will be publicly opened and read aloud. All interested parties are invited to attend.
Alternate bid prices are being requested as follows:
- Alternate #1: Two buildings noted on drawings as Bus Parking Garage South Building and Bus Parking Garage North Building. The price shall include the work required for both buildings.
- Alternate #2: Exterior site pavement as identified on the east end of the project site noted on drawing sheet C1.0.
The proposal shall be made out on the form furnished by Skott & Anderson Architects in a sealed envelope labeled “CCCS Transportation Center”. Each bid must be accompanied in a separate envelope by either: (1) a certified check, or a cashier’s check drawn on an Iowa bank, or a bank chartered under the laws of the United states, in an amount of 5% of bid amount; or (2) a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount of 5% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 5% of bid amount.
The bid security shall be made payable to the Charles City Community School District.
The bid security must not contain any conditions either in body or as an endorsement thereon. The bid security shall be forfeited to the Owner as liquidated damages in the event the successful bidder fails or refuses to enter into contract within ten (10) days after the award of contract and post bond satisfactory to the Owner insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents. The Owner will accept bid bond forms that meet the Requirements of Iowa Code, Section 26.8.
The successful bidder will be required to furnish a bond in an amount equal to one hundred (100) percent of the contract price, said bond to be issued by the responsible surety approved by the Charles City Community School District and listed in the U.S. Treasury Department's most current list (Circular 570, as amended) and authorized to transact business in the State of Iowa and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment for all materials and labor to all persons, firms, subcontractors, and corporations furnishing materials for or performing labor in the prosecution of the work and protect and save harmless the District from claims and damages of any kind caused by the operations of the Contractor, and shall guarantee the work against faulty workmanship and materials for a period of one (1) year after its completion and acceptance by the Board of Education.
Bidders shall not be permitted to withdraw their bids for a period of thirty (30) days after the same are opened. No oral, facsimile, telegraphic or telephonic bids or modifications will be considered.
A pre-bid conference shall be held at the High School located at 1 Comet Drive, Charles City, IA at 1:30 PM on July 26, 2016. Interested parties are to arrive at the parking lot on the west side of the high school and enter the main entrance to be directed to the meeting location. Bidders can also contact Jerry Mitchell at 641-426-5450 to review the existing area.
The School District shall consider all proposals at the school board meeting held at Washington Elementary School located at 1406 N. Grand Avenue, Charles City, IA 50616 on Monday, August 8, 2016 beginning at 6:30 p.m. Upon award of the project, contracts shall be prepared and distributed to the Contractor for signature no later than August 10, 2016. Bonds and insurance certificates as indicated in the Project Manual Specification Section “Instruction to Bidders” shall be submitted with the signed contract for review. The School District shall act upon the contract at the August 22, 2016 school board meeting. The Contract shall state work can commence on August 23, 2016. Substantial completion for the base bid shall be no later than June 1, 2017.
The Contractor will be paid each month ninety-five (95) percent of the Architect’s estimate of the value of acceptable work completed at the end of the preceding month. Final payment will be made in accordance with Iowa Code chapters 26 and 573, as amended. No partial or final payment will be due until the Contractor has certified to the Charles City Community School District that the materials, labor and services involved in each estimate have been paid for in accordance with the requirements stated in the specifications.
The Bidders attention is called to the prompt payment to the subcontractors under Chapter 573.12 of the Iowa Code.
Contractors must obtain any license(s) required to work within the city limits of Charles City, Iowa.
Plans and specifications for private use may be obtained from Skott & Anderson Architects, 2800 4th Street SW Suite 6, Mason City, Iowa 50401. A $75 refundable deposit for printed plans/specs per set is required.
The right is reserved to reject any or all bids, or any part thereof, and to waive informalities, and to accept the bid(s) which meets the specifications and enter into such contract or contracts as shall be deemed in the best interests of the Charles City Community School District.
By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor.
All bids will be governed by applicable provisions in the Iowa Code and Board Policies.

The Board of Education of the Charles City Community Schools will conduct a public hearing on the plans, specifications, form of contract and estimated cost for the Charles City Community School District Transportation Center project in the Washington Elementary School located at 1406 N. Grand Avenue, Charles City, IA 50616 on Monday, August 8, 2016 beginning at 6:30 p.m.
Proposed drawings, specifications, and form of contract may be examined at Charles City Community School District, Superintendent’s Office located at 500 North Grand Avenue, Charles City, IA 50616 from 9:00 AM to 4:00 PM Monday through Friday and by contacting Skott & Anderson Architects, 2800 4th Street SW Suite 6, Mason City, IA, 50401, Phone: 641-424-8689, Fax: 641-421-5967. A $75 refundable deposit of plans/specs is required.
At the public hearings, any resident or taxpayer may present objections to, or arguments in favor of, any part of the proposed project.
